In my opinion, Gore is keeping these private citizen lawsuits alive, in case Bush attempts to go to federal court and force recounts in all counties, even though the time to ask for recount has passed -- thus altering the rules after the fact. In this case, Gore will argue that since we are changing Florida election law to be fair, how about going all the way and repeat a patently unfair election in one county.

By the way, I strongly doubt that a repeat of the election in PB county will result in a Gore victory.
