Democracy is messy. All the problems with the recount, problems at the polls, etc go on every election all over the country, it's just that we never hear about it because the stakes have never been so high. Elections offices are human institutions. They have ten employees during most of the year, 50 during the month before the election and 500 on election day. In addition, the voting machines dont always work right. That's why states have adopted laws to provide ways to remedy problems that arise, and courts to oversee the elections officials if there is a dispute.
