Trio, ironically, the first call by the media giving the state to Gore was correct IMO! The calls are based on exit polls, and the exit polls for PB county included a lot of Gore votes that were in fact counted as invalid or Buchanan votes. People answering poll questions told the pollsters what they thought they voted rather than what they actually did. IMO, this explains the spectacular failure of the exit polls in Florida.

As for threshold for hand recounts: they don't exist. In a close race (one that requires a recount), the contestants have 72 hours to request a hand recount, and it is up to the county to do it or not -- since it's so expensive.
On the basis of these rules, Bush missed a chance to request hand recounts in his strongholds, although one relatively minor stronghold, Seminole county, did a hand recount on its own initiative and gave Bush a net 98 ballot gain. I suppose Bush expected Gore to go away into the sunset like Nixon did back in 1960 in his contest with Kennedy.
