I think the parts of the Petition you've cited are well taken. The applicable Florida statute says that the canvassing board "may" grant a request for a manual recount, but does not provide any standards. The grant is discretionary, but discretion should not be arbitrary and without limit. There must be some legitimate basis for a manual recount, IMO.

Further, the recount is done by a counting team which may include persons from both parties but there is no provision for neutral counters. If the counting team is not able to agree on a ballot, the canvassing board has the final say. In Palm Beach County, the canvassing board is Democrat.

Neutrality and objectivity are not built into the system. In this case I feel strongly about it because I favor Dubya, but no matter what, it isn't sufficient to comply with due process.

This whole process has been an eye opener. I think a lot of Americans will be energized in the future to try to correct these problems they have never even paid attention to before. As for me, I am joining the League of Women Voters.

Motor Voter is a good place to start.
