Carter's proposed budgets were measured very accurately, and were all within about 10-20% of the actual deficit number achieved, for all four years of his Presidency.

In contrast, Reagan ignored the advice of his budget director (David Stockman) and his first few budgets missed his deficit targets by at least several hundred percent. The budget process was quite legitimate prior to Reagan.

I'm sure you don't remember that Reagan promised to balance the budget by 1984.
