many reasons for incomplete ballot hole punch: - weak hands - feeble mind being afraid of asserting oneself at all - misaligned overlay with ballot card - unintended placement of punch tool before sure of what they are doing - changing their minds and NOT wanting that vote afterall ASSUMING A VOTE FROM PARTIAL PUNCH IS EXTREMELY DANGEROUS a terrible precedent we cannot read their minds whatever happens in Florida, one thing is for certain a UNIFORM criterion must be used across all counties ballot hole punching is NOT a mental incompetence issue here we are in year2000 with voting methods at least 30 yrs old / jim
