Did I miss understand the counsel for the State of Fl. Elections Office last night at the news conf. When she stated "that their interpretation of the hand count rules stated that a hand count should be applied if there was a mechanical mistake not voter mistake and a missed or not fully punched ballot was voter mistake"?
