1. When does the 72 hours start running? I thought I saw somebody said it's the LATER of a) the end of the election; or 2) the "certification" by each county of its votes. Have the counties "certified," yet, or do they have to wait until the absentees come in?

2. Why would the winner (Bush) have thought to ask for a recount?
