All of the ballots cast nationwide have yet to be counted. In California alone over 1,000,000 absentee ballots remain untabulated. It is believed that those ballots lean heavily Republican (based on those counted thus far). While these ballots will not affect the outcome of most California races, it is entirely possible that Bush will have a plurality nationwide when all are counted.
