As I understand it, the theory behind discouraging innovation in health care delivery stems from the idea that if our society allows those who have the means to secure better care, they will no longer support the system they are not using. In other words, tie the rich to the poor. That way, the only way people with means can get better care is to see that better care is provided for everyone.

Solution: A health care tax. For example: You have a ruptured appendix. Surgery for this costs $1,000 to provide. With Canadian health care, this operation costs you $0, but you remain in agony for a month. With two tier system, operation costs you $2,000 which makes a substantial contribution to the system. Eventually, the system will afford reasonable delivery of services at reasonable prices as providers are motivated to improve efficiency in their quest for patients, revenue, and profit.

P.P.S.

I don't know the cost of an appendectomy and only used $1,000 as an example. It probably costs much more. In fact, I don't even know if they still do this operation, or for that matter, if appendix rupturing still happens.

Maybe I should've used gall bladder removal. As I understand it the three 'F's factor significantly, (Fat, Female, Forty) making it a better example.
