Just a suggestion as a possibly easier [hah! lol] intermediate step ... ok, how about this - 'indian status shall hereinunder be granted in perpetuity to all persons of whom it cannot be incontrovertibly proven within the 4-hour deadline that they do not carry in their veins blood indigenous to the planet Earth'?

Found at least a partial translation of La Raza Cósmica - physics.ucla.edu
.. most of this criticism of V is clearly valid, but not the central point, which is the wisdom and inevitability of mixing, we're all mongrels in the first place no matter where we're from, as long as man has had legs he has strode around and hit on young ladies at some distance from his birthplace.

"The collective mentality could be accommodated in a corporate or Co-op structure. The key is that the individuals must be allowed to sell or lease their shares and the rights that accompany them. Then their rights will have value and only idiots would say "We are not farmers" as an excuse to ignore their land."

Exactly ... while there are always idiots everywhere, a system which encourages personal responsibility tends to improve the average ... the mexicano system of ejidos could once have been described as communal, and legislated so, but step by step and ejido by ejido it is advancing through stages better described as cooperative ... more individual control of land tenure and use, that's the key ... we are currently negotiating on a piece of ejido land, and the price is in constant peso value considerably higher than it would have been a few years ago, because more rights go with it .... this is a trend of many years, eventually ejido land title will carry all the rights and responsibilities of propiedad pequeña ['fee simple', more or less], but it won't be soon ... lots of marxistas down on the ranchos, lots of dialectical materialism still getting presented as traditional values ... but less each year, and the young don't buy it, mostly.
