There is a criteria that was followed in Palm Beach County, that looked pretty strict. As I heard the discussion last night, at least 1 corner of the "chad" had to be "detached" from the card. Indentations were not to be counted. So if there is a hand count across Florida, one hopes that the same criteria is adopted or you will be right back to where we are now insofar as a uniform counting threshold goes.
