Obviously you are not familiar with Florida laws with regard to manual recounts... Florida has no uniform set of standards for a manual recount. It is wide open to each individual precinct's interpretation...unfortunate...but true. Do a little investigation...guidelines...maybe...but otherwise strictly open to human interpretation.
