I heard Volusia County will file a suit against the state because they can't certify by Tuesday. Unless the language of the law allows them no discretion in the matter I think it would cause some serious howls if they were to insist on this deadline. Since the overseas ballots have until the 17th to be counted, I'm hard pressed to understand how any results can be certified before that date. Are overseas ballots not attached to any specific county, just added to the state totals?
