Yes, but you will notice that the liberal Denver Post carefully does not specify whether or not the recount that they refer to should include the 4-county manual recount, which would clearly give the election to Gore. If Bush is denied the ability to recount Republican counties in the north and panhandle, Gore will be inaugurated.

<< It is in the interests of both candidates and the nation itself to
ensure that the recount is conducted as fully, fairly and accurately
as possible. But when that recount is completed and absentee
ballots from overseas voters are counted on Nov. 17, Florida should
certify its 25 electoral votes for the winner. If that winner is Al
Gore, even by one vote, so be it. If that winner is George W. Bush,
even by one vote, so be it.

In short, when the vote count has run its course, this election
should be over as well.>>
