It seems likely to me that Gore will legally be able to pull enough extra votes out of those ballots in which the machine couldn't read a selection due to hanging chads to win the election. Extra votes will be added to both candidates, but Gore's proportion will be much larger because the counties are heavily Democratic. He will have a "perfect" vote count in the counties that favor him. It is unclear if this technique would work against him in the Republican counties and it may be judged unfair if they weren't allowed to boost their count for Bush this way. I'm patiently waiting for the absentee ballots to be counted.

Its fun to be cynical on these occasions and mock our form of government

Cynics are only idealists who have been disillusioned by reality. I foolishly thought that candidates conceded elections after a recount as did Nixon, now being lionized as a paragon of statemanship.

So who has been mocking our government? I'm sure you didn't mean me. I've read the Constitution many times. Both before and after I had sworn an oath to defend it.
