JK, all I can say is that the constitution left it to each state how to select their electors (the language is "...in such a Manner as the Legislature thereof may direct...". As long as the Dems and Reps are doing what they do down there in Florida within the state laws, who are we to argue with that?

By the way, the Constitution language suggest that a majority of the electors appointed determines the President, not the total electors "feasible" (or 270 for a majority). Do I understand correctly that if a state, for whatever reason, cannot or does not appoint its electors, it is now the majority of the electors actually appointed that determine the next President? Florida better gets it affairs in order.
