The 3-5% error rate does not apply to the error clause for hand recounting since it is the accepted random error rate of machine counting. Only a specific, known error is grounds for a hand recount under FL statute. If your premise was <<true>> then all punch cards would be subject to hand recount every time they were used.

Stop watching propaganda t.v. -or move into one of the liberals' refugee camps. At least you'll be "correct" there.
