How about tokenism? The GOP finding a few good blacks they feel comfortable with? But where do they put them? Do they let them run our entire foreign policy even if they may not be the right ones for the job? I dunno. You tell me. Is Powell even interested in Secretary of State?
As for the old guard from the Bush Sr. administration, it simply tell you a lot about GW that his brightest ideas are his father's from 12 years ago.
