Yes, there's a level at which the taxpayer will revolt, we're going through this to some extent in Canada here, even our equivalent of your democratic party [crossed as it is with something to the left of Stalin, lol] has toned down its tax 'n spend rap somewhat.

On language, i would tend to agree that education in the dominant tongue should be mandatory, but in the specific case of California and a few other states of the US we are all well aware that they are rightfully part of México and hispano in fundamental nature ... so there i would think proficiency in spanish as at least the second language should be part of basic education .... as for english though, whether i raise my kids in México or Timbuctou i will insist they be proficient in english as it is so universal in business and the net etc ... i think two languages from a very early age are an absolute minimum or you can't call it education, at least smatterings of four or more would be better.
