A hand count is likely the one of the fall-backs the Bush campaign will resort to if it is unsuccessful in blocking the hand-count in the three prevalent Democratic counties now underway.

As I see it, their strategy is to first, stop the hand-count, and allow the first recount to stand and have the votes certified when the overseas absentee ballots are counted on Nov. 17. If they are not successful one strategy could be to pursue hand counts in prevalent Republican counties notwithstanding this 72 hour rule. There are other ways under Florida law to challenge the results as determined by a county canvassing board. This stategy, if not successful, could lead to an entire recount in the State, which would take weeks, if not months. The downside is that it would likely lead to a subjective and disparate counting of the ballots across the various counties with different counting procedures. If time was NOT an issue, a total recount of the ballots in Florida is the ONLY fair and accurate resolution to this matter. But time is a factor, and the longer this issue remains unfinished, the more damage it is likely to cause to this country, domestically and internationally.
