I can't find the link where I read that, but here's the reasoning and it makes sense: The framers of the Constitution had to account for the poor transportation system in those days. They could not depend on all the electors arriving at the meeting, so a simple majority rules. Indeed, some of our early presidents were elected without the full EC present.

Furthermore, if the Florida election is not resolved in time, I believe the Florida Legislature can step in and appoint electors. As best I recall, it is Republican dominated...
