These are constitutional issues of which you appear to know little. A law is to be upheld unless it is voided by a court of competent jurisdiction. Courts exist to interpret the law, and to strike a law as overbroad when it applies to factual situations that it was not intended to apply. The only way to interpret whether a statute is overbroad is to go to court.

On the contrary, you will find few legal scholars who think there are any constitutional issues here. They should ask Judge Bork or Justie Scalia if the 14th amendment should outlaw manual voting when of course there was only manual voting at the time of the passage of such amendment.
