So what is your solution? There is always a margin of error. It is likely that the United States elections have the lowest margin of error in the world - but that margin is not zero. My guess is that it is the region of 0.50%. Hand counts may get the result down to half that, but I believe the the Florida election is still within that margin of error. One may get a result but it is not statistically significant.
