After all manual recounts and absentee ballot counts, whoever wins will be a decisive winner. Gore will be more decisive winner because he has also the advantage of popular vote (atleast so far). Now, whoever concedes under these circumstances will be magnanimous. I think once this thing starts moving in direction of one of the candidates, the other will immediately concede (and should be respected for having done so).
