As we are finding out, the paper ballots are flawed. The so called "chads" sometimes aren't punched all the way out.

We have been seeing the numbers increase even with subsequent machine recounts. IMO, what is happening here is that as the ballots are jostled, some of the chads that were partially attached fall out.

We are going to have to take a close look at the entire process after this election. It sounds like marked ballots with optical scanning might be more accurate. Whether they are or aren't, this is an empirical question to be answered with an analysis of test and/or real data.

I for one am very uncomforable with the relevation that an accurate count is so dependent upon so many things -- how hard a ballot is punched, whether a "chad" breaks, loose, etc.

Bias in a hand count should be, for all intents and purposes, eliminated by having a Democrat and a Republican looking over each counter's shoulder.
