Victor: A shift to a neutral bias is not a given -- but if it happens it would be a big boost for the market. It sets the stage for 1) an end to interest rate hikes and 2)serious speculation over future rate cuts. Coinciding with an "end-in-sight-to-the-stalemate" in the election process, it bodes well. The finish in the market today was not pretty. The charts look sick indeed. And the mood is dark -- very dark. Very real risk of some panic selling -- but also some real prospect for an impressive bear-market rally.
