But the recount is utterly worthless from a statistical angle because the counties are dominated by Democrats. By definition, this means that the total vote will have been deliberately skewed to Gore.

Can somebody provide me a precise mathematical explaination for this inherent piece of logic? I keep hearing it but it really makes no sense to me if the hand count is statistically unbiased.
