My skin cell recently cut off by shaving is viable with the right technology, and potentially intelligent with cloning. Just because a child is viable does not make them self aware and so in many ways are not a person. They don't achieve this for months or even years after birth. Still it would not be reasonable to try to determine the stage in which awareness begins, and so birth still remains the most verifiable and accurate place to draw that line.
