West Palm Beach can now argue the delay in conducting the manual recount is justified because of conflicting legal advice from the Secretary of State and State Attorney General. They can argue the recount was not only physically impossible to conduct in such a short time but was legally impossible because of the necessity to obtain a judicial declaration. Is the deadline subject to extension when the authorities cannot know with any certainty whether the recount is legal? Just my thoughts. I am no expert in election law.
