The law is clear, all votes, except overseas absentees, MUST be certified by 5PM today. Harris may consider manual recounts if she chooses. And she shouldn't, because any statistician or political scientist will testify that selective hand recounts in Dem counties are not fair since they will favor one candidate over the other. Furthermore, many authorities state that a manual recount is only allowed in FL if the voting machines are determined to give inaccurate results. That's why Palm voted to table their recount. btw, if AlGore won, why is he appealing the Dem judge? Think about it.
