I never questioned whether voting should be done in all the counties. Of course that is necessary. Otherwise you have a biased vote. That would produce bias in favor of the democrats.

That bias would be just as bad as undercounting democratic areas by using a machines that miss a significant numbers of votes in those areas. That would produce a bias in favor of the republicans.

So look at the votes in all areas for which the machine can not make a decision (i.e. it does not see a vote for either candidate). This is not rocket science. It should take a day or two at most.
