The "failure" of the LMDS auction was largely the gross misalocation of one "fat" license 1150 MHZ A block which
FCC originally thought would be used for analog video competition to cable and one "thin" license "150 MHz". The
other factor was many VC's getting together behind newco
WNP compounded by discount rules than looked only at prior 3 years revenue not assets. This year's 39 GHz had a lot of
encumbered licensed territory which allowed WCII and ARTT plus some others to buy EA around their own current licenses. UK may have local factors affecting slow starts and pull outs in addition to global telecom market weakness.
