The lack of a consistent policy or set of guidelines on hand counts shows what happens when a position as important as election commissioner (Secretary of State in Florida) is awarded to a politician without any required background except the ability to attract more votes than the opponent. Since there are no fixed rules on hand counts, each county commission has to adopt what it feels is a reasonable set of rules, as Volusia County did. Hand counting is important because the machines void all ballots with any chads still attached to the ballot.

A professional election commissioner would not allow this state of affairs. After all, the ultimate goal is to make sure that each person who voted was counted, and to make sure that each person who tried to vote and had a legal right to vote was allowed to vote and the vote was counted. If the Bush people pursue their tactics to deny the vote to those who have the right to vote, then this will backfire. If Bush wins under those circumstances, he will find the nation ungovernable, and it will be his fault.
