I am unclear as to your point. But originally you asked what's the value of a hand count. The above error and effected votes were not found 'til the hand count. As I understand it, the original recount missed the error.

If true that would be very surpriseing. The entire count should have started again from scratch for the recount and the chances then the same error would be made with the same ballots seems like it would be barely above 0. You said the error occured from someone reseting the machine incorrectly during the count. Did someone reset the machine incorrectly in the same exact way at the same point of the recount?? It
doesn't make any sense unless perhaps it was deliberate. Are you sure that the recount missed the error?
