It wouldn't be uncommon for her to ask for a legal opinion, matter of fact it would be very prudent and responsible of her...after all the judge wrote his ruling and everyone from the news media to both political camps asked their lawyers to advise them. Most all political officials have legal experts to advise them. They're called Advisors. As for speeches...speechwriters do most as usual.

It escapes me as to what is meaningful in your question. It seems so naive.
