Vice President Al Gore picked up an extra six votes Tuesday in Miami-Dade
County after election officials spent four hours counting 5,871 ballots by hand to
determine whether any votes had been overlooked in last week's official count.

The Miami-Dade canvassing board added those votes to the vice president's
column for the official tally to be sent to Tallahassee, but on a 2-1 vote, it refused
to grant a full, countywide recount sought by the Democratic Party.

``I don't believe that the changes I saw in votes . . . warrant us to go any farther,
Miami-Dade Elections Supervisor David Leahy said late Tuesday. Leahy is one of
three members of the canvassing board.

The board voted unanimously earlier Tuesday to launch a hand count of three
precincts after Democrats argued that some votes may have been overlooked in
the machine count last week.

But the board split over whether to order a full recount.
