Dr. Voodoo, it has been shown that the machines in use in Florida do not accurately count a ballot that contains imperfections, such as the hole not punched out completely. It has also been shown that only a manual, visual inspection can correct this problem. So, the obvious answer is a manual, visual inspection! If the Republicans would stop trying to prevent this, and if they finally win, as is likely, given the added count from absentee ballots, they will have a much better mandate to govern than if they do whatever they can to stop a recount.
You raised a more serious question, however, which deals with whether a simple majority vote can really accurately select a candidate in close elections. There is a rather large body of mathematical theory that says simple majority voting is BOUND TO PRODUCE intransitive results such as this. In fact, whenever you have a close vote, complicated by the fact that there are more than two choices, you can reach a conclusion that is called "intransitive," or not capable of being resolved mathematically.
There are ways to solve this problem, but it is unlikely that politicians would allow it.
