You see, that's the problem. Under the statute, they can only REQUEST it. The decision to hold a manual recount is COMPLETELY within the DISCRETION of the local canvassing boards.

As we can see, the surrounding political circumstances are influencing these boards to abdicate their discretion to the political interests of the Gore Democratic Campaign. This is not the law; this is not democracy; this is big machine city politics that is effective in local city elections, but will not past muster in a presidential election. The Florida Supreme Court will have no choice but to invalidate the merits of any hand count in Palm Beach as well as Broward County.

The alternative remedy here is to hold a new statewide re-vote, which I think the Court would find difficult do.
