Offshore Announces Appointment of Raymond W. Johnston as a
Director

John Jacobson, President and CEO of Offshore Systems International Ltd. (Offshore; TSE: OSI) is pleased to announce
the appointment of Raymond W. Johnston to the Company's Board of Directors. This marks the return of Mr. Johnston to
the Offshore Board. He was previously a member of the Company's Board from December 1994 to September 1998.
Mr. Johnston, the President of the Chamber of Maritime Commerce, has 25 years of experience in the marine industry.
The Chamber of Maritime Commerce, based in Ottawa, Canada, represents over 100 member companies including
shippers, carriers, ports, terminal operators and marine service suppliers. The Chamber is the voice of the marine
community for marine transportation and government policy issues, and it actively works to promote marine awareness
and enhance industry competitiveness. Prior to joining the Chamber, Mr. Johnston was the President and Chief Executive
Officer of Canada Steamship Lines. Mr. Johnston holds a Bachelor of Commerce degree and a Master of Business
Administration degree from Concordia University in Montreal.
