It's the economy, stupid, not the politicians. Bush lost because the economy was slow recovering in the last recession. Short-term rates were 3% yet banks and S&L's were still burdended under the bad real estate loans of the prior expansion. Bush was also unable to get much passed during the heavily Democratic congress in 1992. They ran against the Republicans as do-nothing by insert poison pill line items in the appropriations bills.

As for 1996, Clinton had no real policy wins in his first term other than shutting down the government. Again, Clinton was elected without a majority over 50 percent of the votes, and basically won on the strength of the economy.
