They can't see into the fuzzy future beyond 2004 where the real fun happens. Just as, in 1996, they still thought CDMA was some scam and now, a mere 4 years later, they know it isn't and that CDMA rules 3G [though even today, incredibly, there are articles suggesting W-CDMA is a loss for QUALCOMM].

I suppose it's a reprise of 1991, when OmniTRACS was selling well, funding fuzzy long-term really exciting prospects in CDMA which were peeking over the horizon. The revenue reached $10 million or so! We just add zeroes and carry on having fun.
But even in 1991, the internet was built into the foundations of CDMA. Prescient!
