Democracy should not distinguish between votes in a city or in a hamlet or black or white or man or woman or party affiliation. And as Lazio took 47% in New York you can see even in New York there is no uniform character. There are thousands of different kinds of people with different ideas in every city. And even if there were some unity in one area that is no reason to deny each person's right there to have their vote counted.
