you're forgetting that there are machine recounts, and human recounts. so far there is no county that has conducted more than one human recount. someone posted a great article about how democrats love to steal elections with hand recounts earlier, i dont still have the link.

the gist is that democrats are usually more likely to not have the strength to push the chad all the way through, so you end up with dangling chads, half door chads, and so on. every time that ballot is physically handled increases the chances that chad will eventually work loose enough to be counted as a vote.

the democratic goon they interviewed for the story bragged about how he stole several elections in california. his method was basically:

demand a recount
count again
keep counting.
if you're still not ahead, count AGAIN
and if that doesnt work, recount AGAIN.
once you're ahead, stop.
