Because Bush's proposal was to exclude and not properly count these ballots.

I doubt that anyone took Baker's offer as anything but an attempt to short circuit counting all of the votes. Gore on the other hand says that he will abide by that (of course he would have no real choice). But as importantly he would ask that the motions to re-vote be dropped.

Gore looks more the statesman at this point. If Baker comes out to respond he will dig Bush's hole deeper.
