Harris should have definitely recused herself. At least Jeb had the common decency to do that, for the sake of his own career of course, but also for the same of ethics. There is no way Harris could ever make a non-partisan decision. She used words like "legal, normal and fair" but it's all up to her interpretation. That was a foregone conclusion. She is a Bush lady all the way through. Not even an ounce of "indepedence" as she had the nerve to suggest.
