I am not surprised by Harris' decision. I admit to being pleased. I think she showed unusual intelligence in forcing the counties to tell her why they wanted to recount, and then deciding the reasons were not good enough. The reasons can't get better than they were at 2:00 p.m. today. A judicial review of the reasons will be legal, without any more facts than are in the record as of 2:00 p.m. today.
