Most people will condemn this bold move by Katherine Harris, but I believe she has grounds to do what she did.

Texas has written rules for hand counting punchcards. They clearly state that dimpled chad are not counted. Pregnant chad are not counted. Chad with only ONE corner detached are NOT counted.

Florida has NO standards for counting punchcards by hand. Their process is left entirely up to the judgment of the counters.

The idea that you can count a non-vote such as a dimpled chad is absolutely nuts. You can't make a judgment call and call a dimpled or pregnant chad a vote. Heck, in Texas, you don't even count a partially punched chad.

This is possible grounds for dismissing the hand counts in Florida. At least until a standard is established.
