Gore originally requested manual recounts in Democratic districts. The Republicans chose not to request recounts in Republican districts.

The Republicans don't trust hand counts because it is probable that Gore actually received more votes in Florida than Bush. This probability is driving everybody's actions.

The Republicans, who had nothing against manual recounts or local control of elections until this election, suddenly have discovered that manual recounts are the work of the devil and that it is unbearable to have no universal standard for recounting. Local control of elections usually implies no universal standard.

There are well-precendented controls that election boards put in place to prevent skulduggery in manual recounts. Both parties would have observers in place.
