spirit, there is no such thing as an accurate vote count, the system itself has got to have at most 96-98% accuracy, this system has not been set-up to handle such a narrow margin, hand counting adds more error into and already imperfect process.
i think the key word here is final, maybe the real fair thing given the error inherent in the system, would be to call a vote in a certain narrow margin like this (say less the .2%) a PUSH, and come up with some other system to come up with a decision, however since you need 270 electoral votes per the current system they must make a final judgement based on a final count.
dnc just reaching for straws here, why are they so afraid of letting the official recount stand and going with the absentee ballots as making the winner.
hand counting votes is absurdity and introduces by a great degree an innaccurate count.
